According to the information on the official forums, it seems that the Updater has major issues with some devices. The only way to fix this is to remove the current version installed on your computer and then access the Support page from Garmin while using Internet Explorer and then the software will install properly as well as the Updater application.
The are 2 possibilities to this issue: your device is no longer supported and there are no updates at all or you have an Internet connection problem. Try checking if you can access the Internet and add the application to the Firewall exclusion list then check for updates.
